What stops me from moving to where I belong

On this new year[2009] this article reminds me if I have any chance of moving back to where I belong. I think every Indian citizen deserve and want to see one of the fundamental rights as provided by constitution of India to be available. This is RIGHT TO LIVE. As per this article in TOI I dont see my dream coming true anytime soon.
